What Is the Canadian Dental Care Plan?

The Canadian Dental Care Plan is a federal dental program intended to reduce financial barriers to receiving oral healthcare.

The Government of Canada describes the CDCP as a plan that helps eligible Canadian residents with the cost of a broad range of oral healthcare services. Depending on the treatment, your eligibility, the CDCP fee schedule, and your adjusted family net income, the plan may pay some or all of the CDCP-established fee for an eligible service.

It is important to understand that the CDCP is not necessarily the same as free dental care.

Some patients will have a co-payment, and even patients with a 0% co-payment may have an additional amount to pay if the dental office's fee is greater than the amount recognized by the CDCP.

At Clear View Dental, we will do our best to explain your anticipated coverage and patient portion before proceeding with planned treatment whenever possible.

Who Qualifies for the Canadian Dental Care Plan?

According to the Government of Canada, you must meet all four eligibility requirements to qualify for the CDCP.

1. You do not have access to private dental insurance

You generally cannot have access to dental coverage through:

• Your employer
• Your spouse or family member's employer
• A pension plan
• A professional organization
• A student organization
• A private dental insurance policy
• A health spending account that includes dental expenses

Importantly, the Government of Canada considers whether you have access to dental insurance—not simply whether you use it.

For example, choosing not to enrol in an available employer dental plan generally does not make you eligible for the CDCP.

There is a specific exception involving certain retired individuals who opted out of pension dental coverage before December 11, 2023 and cannot opt back in.

2. You must have filed your Canadian income tax return

You and your spouse or common-law partner, if applicable, must have filed the required Canadian income tax return so that the Government of Canada can determine your family income.

3. Your adjusted family net income must be below $90,000

Your adjusted family net income must be less than $90,000 to qualify for the CDCP.

Your income level also helps determine how much of the CDCP-established fee the plan will pay.

4. You must be a Canadian resident for tax purposes

Applicants must meet the Government of Canada's residency requirements for tax purposes.

How Much Does the CDCP Cover?

One of the most common questions we receive is:

“Does the Canadian Dental Care Plan cover 100% of my dental treatment?”

The answer depends on your family income, the dental service being provided, whether the service is eligible under the CDCP, and the difference between the CDCP-established fee and the dental office's fee.

The Government of Canada currently uses the following co-payment structure:

Important: 100% CDCP coverage does not always mean a $0 dental bill

If your family income is below $70,000, the CDCP may cover 100% of the CDCP-established fee for an eligible service.

However, the CDCP fee schedule is not necessarily the same as the fee charged by a dental office.

According to the Government of Canada, patients may have to pay additional charges when:

• The dental provider's fee is greater than the amount the CDCP reimburses;
• The patient has an income-based co-payment; or
• The patient chooses a treatment or service that is not covered by the CDCP.

What Dental Treatments Does the CDCP Cover?

The Canadian Dental Care Plan covers a broad range of preventive, diagnostic, restorative, periodontal, endodontic, prosthodontic, surgical, and certain sedation services.

Coverage is subject to CDCP rules, frequency limitations, clinical criteria and, for some procedures, preauthorization.

According to the Government of Canada's current CDCP Dental Benefits Guide, eligible services can include the following.

Dental Exams

Eligible CDCP services can include:

• Comprehensive dental examinations
• Recall examinations
• Specific dental examinations
• Emergency examinations

The CDCP Dental Benefits Guide currently provides coverage for up to three eligible examinations within a 12-month period, subject to the applicable frequency rules.

A comprehensive dental examination is an important part of understanding the health of your teeth, gums, bite and surrounding oral tissues.

Dental X-Rays

The CDCP can provide coverage for clinically necessary dental radiographs, subject to its frequency limitations.

These can include:

• Bitewing X-rays
• Periapical X-rays
• Occlusal X-rays
• Complete series of dental radiographs
• Panoramic dental X-rays

The type of X-ray recommended depends on your individual oral health and the information your dentist needs to diagnose and plan your treatment.

Dental Cleanings & Preventive Care

The CDCP includes coverage for various preventive and periodontal services, including dental scaling and cleaning, subject to frequency limits.

Depending on the patient's age and periodontal health, eligible services can include:

• Scaling
• Root planing
• Polishing
• Fluoride treatment
• Sealants for eligible children and adolescents
• Certain preventive treatments
• Management of gum disease

For adults aged 17 and older, the current CDCP Dental Benefits Guide provides coverage for up to four units of scaling/root planing within 12 months without additional preauthorization, with additional units potentially considered through the preauthorization process when clinically justified.

Your dental hygienist will assess your gums and recommend an appropriate hygiene schedule based on your individual oral health.

Dental Fillings

The Canadian Dental Care Plan provides coverage for eligible restorative dental treatment, including certain:

• Tooth-coloured fillings
• Permanent restorations
• Temporary restorations
• Treatment to control dental pain
• Treatment of dental decay

Frequency limitations and eligibility requirements apply.

If a cavity is detected during your dental examination, our team will explain your treatment options and can review the anticipated CDCP coverage before treatment.

Root Canal Treatment

Root canal therapy is included among the services that may be covered under the Canadian Dental Care Plan.

The current CDCP Dental Benefits Guide provides for standard root canal treatment on eligible anterior teeth, bicuspids and first and second molars without preauthorization, provided the applicable clinical criteria are met.

Some procedures—including root canal retreatment and certain more complex endodontic procedures—require preauthorization.

If you require a root canal, the dentist will assess whether the tooth can be predictably restored and whether your treatment meets the CDCP criteria.

Crowns

Certain dental crowns may be eligible for CDCP coverage.

Unlike routine fillings, however, crowns generally require preauthorization.

This means that your dentist may need to submit clinical information, radiographs and a proposed treatment plan to the CDCP before treatment to determine whether the proposed crown meets the plan's coverage criteria.

Preauthorization confirms whether the CDCP will provide coverage under its policies. It does not replace the dentist's clinical recommendation.

Tooth Extractions & Wisdom Teeth Removal

The Canadian Dental Care Plan covers eligible oral surgery procedures, including certain:

• Tooth extractions
• Removal of retained roots
• Surgical extractions
• Other medically necessary oral surgical procedures

Some surgical procedures require preauthorization.

Dentures

The Canadian Dental Care Plan provides coverage for various removable denture services.

Depending on eligibility and CDCP requirements, coverage can include:

• Tissue conditioning

Certain denture services require preauthorization before treatment.

Does the CDCP Cover Dental Implants?

Dental implants and implant-related procedures are currently excluded from CDCP coverage.

The Government of Canada's 2026 CDCP Dental Benefits Guide specifically lists dental implants and implant-related procedures as exclusions. Implant-supported complete and partial dentures are also excluded.

However, this does not mean that a CDCP patient cannot choose dental implants.

In some situations, portions of a patient's overall dental care may qualify for CDCP coverage while the implant-related portion remains privately paid. Coverage should always be confirmed based on the specific treatment plan.

Does the CDCP Cover Invisalign or Orthodontics?

As of the current 2026 CDCP Dental Benefits Guide, orthodontic benefits are not yet available.

The Government of Canada states that a limited range of orthodontic services is planned for eligible CDCP members at a future date, with preauthorization required, but the implementation date has not yet been announced.

Therefore, patients considering treatments such as Invisalign® should not assume that their treatment will be covered by the CDCP.

Does the CDCP Cover Sedation Dentistry?

Certain forms of sedation dentistry may be covered under the CDCP when eligibility requirements and clinical criteria are met.

According to the Government of Canada, covered sedation services can include:

• Nitrous oxide
• Oral sedation
• Certain combinations of nitrous oxide and oral sedation
• Conscious sedation
• Deep sedation
• General anesthesia

Some of the more advanced sedation services require preauthorization before treatment.

Clear View Dental offers multiple sedation options for appropriate patients, including:

Nitrous Oxide

Often called laughing gas, nitrous oxide can help patients remain relaxed while staying conscious and responsive during dental treatment.

Moderate Sedation

Moderate sedation may be considered for patients with greater dental anxiety or for certain more involved procedures.

Full Sleep Dentistry / General Anesthesia

For appropriate patients and procedures, Clear View Dental also provides access to full sleep dentistry under general anesthesia in collaboration with an anesthesiologist.

Sedation suitability and CDCP coverage are determined individually. Advanced sedation and general anesthesia may require preauthorization from the CDCP.

What Is CDCP Preauthorization?

Not every CDCP-covered procedure can simply be completed and submitted afterward.

Some services require preauthorization.

Preauthorization means that your dental provider submits information about the proposed procedure to the CDCP before treatment. The plan then determines whether the proposed service meets its coverage criteria.

The Government of Canada explains that preauthorization is a coverage decision, not a decision about whether the treatment itself is clinically appropriate.

Your dentist and you remain responsible for deciding what treatment is appropriate for your oral health.

Procedures that may require preauthorization include certain:

• Crowns
• Dentures
• Additional periodontal therapy
• Root canal retreatments
• Oral surgery procedures
• Advanced sedation procedures

Not every preauthorization request is approved.

If a treatment is not approved for CDCP coverage, you may still choose to proceed with the treatment and pay privately.

How Does Billing Work With the CDCP?

Unlike many traditional insurance plans, CDCP patients should not pay the entire bill and then attempt to obtain reimbursement from the plan themselves.

The Government of Canada states that CDCP reimbursement is made directly to the oral healthcare provider.

Patients are responsible for paying only the applicable amounts that are not covered by the CDCP.

Depending on your coverage, you may still be responsible for:

• Your CDCP co-payment
• The difference between Clear View Dental's fee and the CDCP-established fee
• Services that are not covered by the CDCP

When Can I Start Using My CDCP Coverage?

Being approved for the CDCP does not necessarily mean your coverage begins immediately.

Your Government of Canada confirmation or Sun Life welcome information will show your benefit coverage start date.

According to the Government of Canada, CDCP members should use the coverage start date shown in their confirmation information when arranging covered dental care.

Dental treatment received during a period when your CDCP coverage is not active will not be reimbursed retroactively.

Do I Have to Renew the CDCP?

Yes. CDCP eligibility must be renewed each year.

CDCP coverage operates on annual benefit periods ending on June 30.

The renewal period for the 2026–2027 benefit year closed on June 1, 2026. Patients who had coverage for 2025–2026 but missed the renewal deadline can submit a new application for 2026–2027, although the Government of Canada warns that this can result in a gap in coverage.

Renewals for the 2027–2028 benefit year are expected to open in spring 2027.

Dental treatment received during a gap in CDCP coverage is not covered retroactively, so maintaining your eligibility and renewing on time is important.

How Do I Apply for the Canadian Dental Care Plan?

Applications are currently open for the 2026–2027 CDCP benefit year.

According to Service Canada, applicants will generally need information including:

• Social Insurance Number, when applicable
• Date of birth
• Full legal name
• Home and mailing address
• Information about applicable government dental programs
• Tax information for the applicant and spouse or common-law partner, where applicable

You and your spouse or common-law partner, when applicable, must have filed your required Canadian income tax returns and received your Notice of Assessment before applying.

Applications can be completed through My Service Canada Account or through other application methods provided by Service Canada.

What If I Already Have an Ontario Government Dental Program?

Having coverage through certain provincial, territorial or federal government social dental programs does not automatically make you ineligible for the CDCP.

The Government of Canada states that eligible patients may have coverage coordinated between the CDCP and applicable government social programs.

Ontario has specific coordination rules for programs such as certain provincial dental benefits.

Private employer or individually purchased dental insurance is different. If you have access to private dental coverage, you generally do not qualify for the CDCP.
